Terrible! Malawian man cuts off boy’s private parts

Police in Dedza district are keeping in custody a 75 year old man for circumcising a child without consent of parents and in the end costing him his private parts.

Confirming the arrest Dedza police deputy publicist constable Cassim Manda identified the suspect as Matukuta Dandawire of Nakaona village in the area of traditional authority Kasumbu in the district.

knife-bloodManda said the suspect constituted circumcision initiation on Sunday 17 July 2016 in their village composed of 6 children .

According to Manda,on Tuesday 19th July 2016 the complainant on the matter went somewhere to do other businesses left his children at home .

”Investigations revealed that, the complainant’s children, play with some of children who are in the circumcision camp, and on the said date, one of his children, went to initiation camp to chart with his friends and when he entered into Jando, circumciser known also in our vernacular language as Ngaliba circumcised him since he was not circumcised .”

Constable Manda said the suspect, Mr Dandawire, told the police that, their doctrine states that if uncircumcised person enters into Jando mohel (Ngaliba), then circumcision is by force.

This led father to the victim to lodge the Complaint to police and the suspect was later arrested.

Meanwhile the suspect is in police custody waiting to answer two charges: One of unlawful wounding contrary to section 241 sub section (a) and abduction contrary to section 259 of penal code.

Meanwhile Manda has warned that, circumcision is done voluntarily and to circumcise someone without consent is an offence.

“You must be aware that ignorance of the law does not afford any excuse for any act or omission which would otherwise constitute an offence unless knowledge of the law by the offender express declared to be an element of the offence “, said Const Manda.

A similar exercise in Chikhwawa left a child with his private parts mutilated.
