The investigation suggests that East Bridge received billions of kwacha to buy tobacco from farmers, and sold soya and tobacco to farmers to pay for the fertiliser that was not delivered.
The former ministers are facing allegations of corruption and abuse of office, with the investigation revealing suspicious transactions and questionable deals.
The ACB and the Fiscal Police Department are continuing their investigation, with more arrests expected as the probe deepens.
