INVITATION FOR PROPOSALS BY INTERNATIONAL COMPETETIVE BIDDING FOR PROCUREMENT OF OWNER’S ENGINEER SERVICES FOR THE DEVELOPMENT OF THE 4.5MW WOVWE HYDROPOWER EXTENSION PROJECT, KARONGA DISTRICT, MALAWI
PROCUREMENT REFERENCE NO: EGC836/RFP/ICB/QCBS/FY2026-27

1. The Electricity Generation Company (Malawi) Limited (EGENCO), a wholly government owned company with the mandate of generating electricity for the Nation, is implementing the 4.5MW Wovwe Hydropower Extension Project in Karonga District to increase generation capacity at the existing Wovwe Hydropower Station and increase electricity supply in Malawi. To support successful implementation of this Project under an EPC Contract arrangement, EGENCO intends to engage a qualified and experienced Owner’s Engineer (OE) to provide independent engineering, contract administration, design review, construction supervision, quality assurance, testing and commissioning support services.

2. EGENCO therefore invites eligible consulting firms with demonstrated experience in hydropower engineering and Owner’s Engineer assignments to submit Technical and Financial Proposals for this assignment.

3. Interested firms should demonstrate, among others:
– At least fifteen (15) years of hydropower engineering experience.
– Successful completion of a minimum of three (3) hydropower Owner’s Engineer assignments.
– Experience on at least two (2) EPC hydropower projects above 3MW.
– Experience in Sub-Saharan Africa.
– Proven capability in hydropower civil, mechanical and electrical engineering services.

4. The bids shall be evaluated in accordance with the Public Procurement and Disposal of Assets Act of 2025.

5. Interested and eligible bidders are required to obtain the complete Request for Proposals (RFP) Document from the Procurement and Disposal Unit of EGENCO during normal working hours from Friday 16th October 2026. Requests for the bidding document and clarifications should be addressed to:

6. Sealed Proposals clearly marked, “PROCUREMENT OF OWNER’S ENGINEER FOR DEVELOPMENT OF 4.5MW WOVWE HPP EXTENSION PROJECT, KARONGA DISTRICT, MALAWI” must be deposited in the Tender Box located at:

7. Electronic submission will not be permitted, and late bids will be rejected.
