FRAMEWORK AND ONE-OFF CONTRACTS BY NATIONAL COMPETITIVE BIDDING

1. The Electricity Supply Corporation of Malawi Limited (ESCOM), a state-owned company, has budgeted funds for the procurement of goods, works and services under framework and one-off contracts, and now invites sealed bids from eligible bidders for the following requirements:

2. Bidding will be conducted under National Competitive Bidding (NCB) procedures in the Public Procurement and Disposal of Assets Act, 2025.

Contract and award conditions
– Framework contracts (all items except item 21): twelve (12) months, with goods, works and services called off through individual orders as the Corporation requires them. Delivery period: six to eight weeks from the date of each order.
– One-off contract (item 21): a single contract for the quantities and delivery period specified in the bidding documents.
– Award limit (all items except item 18): a bidder shall be awarded a maximum of one lot, and where a lot has sublots, a maximum of two sublots.
– Award limit (item 18 – Corridor Clearing): three lots (Northern, Central and Southern Region). Bidders may bid for any or all lots, but a bidder shall be awarded a maximum of two sublots in each lot.

3. Attendance at the pre-bid site meeting is mandatory for each Corridor Clearing lot a bidder intends to bid for. A bid for a lot shall be rejected if the bidder did not attend the site meeting for that lot. Mandatory pre-bid site meetings (ESC032/NCB/S/FY2026-27): Lot 1 Northern Region – Tuesday 10th November 2026; Lot 2 Central Region – Wednesday 11th November 2026; Lot 3 Southern Region – Thursday 12th November 2026. Venues and start times are in the bidding documents.

Key bidding information
– Inspection of bidding documents: at the ESCOM procurement offices in Mzuzu, Lilongwe and Blantyre, Monday to Friday, 08:00–12:00 and 13:00–16:00 hrs, except public holidays.
– Request by email: bidders may request the bidding documents by email at [email protected].
– Purchase of bidding documents: non-refundable fee of MK10,000.00 per bidding document, payable in cash or by bank certified cheque at the Accounts Office, ESCOM Umoyo House, Third Floor, Victoria Avenue, Blantyre, or electronically to FDH Bank (Main Account), Account name: ESCOM Limited, Account number: 1850000006243, Umoyo Branch.
– Registration and proof of payment: all bids must be registered; a copy of the official receipt confirming registration and payment must be attached to the bid. Bids without it will not be evaluated.
– Bid submission deadline: Friday 27th November 2026 at 10:00 hrs – Tender Box at IT Reception, ESCOM House Annex Building, 9 Haile Selassie Road, P.O. Box 2047, Blantyre.
– Bid opening: Friday 27th November 2026 at 10:30 hrs – ESCOM Chichiri Power Station Board Room, Blantyre.
– Bid security: as specified in the bidding documents, by bank certified cheque or bank guarantee. Bidders 100% owned by Malawian nationals may submit a Bid Securing Declaration Form instead.
– Electronic bidding is not permitted. Late bids will be rejected.
