CONSULTANCY SERVICES FOR PROJECT MANAGEMENT AND CONSTRUCTION SUPERVISION OF THE NCC OFFICE EXTENSION AND REHABILITATION PROJECT BY NATIONAL COMPETITIVE BIDDING

1. The Electricity Supply Corporation of Malawi Limited (ESCOM), a state-owned company, has budgeted funds for the NCC Office Extension and Rehabilitation Project and intends to apply part of the funds to payments for consultancy services for project management and construction supervision of the works.

2. The Corporation invites sealed proposals from eligible consulting firms registered with the Construction Industry Regulatory Authority (CIRA) for:
– Description: Project management and construction supervision of the NCC Office Extension and Rehabilitation works.
– Duration of services: 52 weeks construction supervision, plus the Defects Liability Period.
– Location: ESCOM Chichiri Power Station, Blantyre.

3. Selection will be conducted under the Quality and Cost Based Selection (QCBS) procedures in the Malawi Public Procurement and Disposal of Assets Act, 2025.

4. Interested eligible consulting firms may obtain further information and inspect the Request for Proposals document from ESCOM’s Procurement Division at the address in 7(a), 08:00–12:00 hrs and 13:00–16:00 hrs (Monday to Friday), except national public holidays.

5. A complete set of the RFP document in English may be purchased at the address in 7(b) upon payment of a non-refundable fee of MWK15,000.00, in cash or by bank certified cheque. The document may be collected by the bidder.

6. Proposals, with the technical and financial proposals in separate sealed envelopes, must be delivered to the tender box at the address in 7(c) on or before Tuesday, 17th November 2026 at 10:00 hours local time. Electronic submission will not be permitted and late proposals will be rejected. Technical proposals will be opened in the presence of bidders’ representatives who choose to attend at the address in 7(d) on Tuesday, 17th November 2026 at 10:30 hours.
