Civil society backs Bulukutu’s push for transparency and accountability

Some members of the Mzimba Civil Society Organizations (CSOs) Network have described the newly appointed Mzimba District Commissioner (DC), Emmanuel Bulukutu, as a development-oriented leader who has demonstrated strong commitment and passion in his early days in office.

Edward Nkhata, Executive Director of the Rights People Claim (REPC) Organisation, and Christopher Melele, Executive Director of the Mzimba Institute for Development Communication Trust (MIDCT), both members of the Governance Thematic Group under the CSOs Network, expressed satisfaction with Bulukutu’s leadership approach.

Speaking to Malawi24, the two said they are impressed with the manner in which the new DC has engaged various stakeholders, including civil society organizations, traditional leaders, and other key players in the district.

“Currently, the DC has engaged members of civil society, chiefs, and other stakeholders. We believe such frequent engagements will help strengthen collaboration and improve service delivery in the district,” said Nkhata.

Melele echoed these sentiments, noting that inclusive leadership and open dialogue are critical to accelerating development in Mzimba.

He added that the CSOs Network is optimistic that Bulukutu’s willingness to consult and work with diverse stakeholders will enhance transparency, accountability, and coordinated development efforts.

The civil society leaders further emphasized the importance of maintaining consistent communication between the district council and non-state actors to ensure that development projects respond to the real needs of communities.

Commenting on the matter, M’mbelwa District Council spokesperson Joel Phiri said it is the responsibility of the council to ensure that communities are kept informed about ongoing and upcoming development initiatives.

“As a council, our role is to make sure that communities are regularly updated on developments taking place in the district. The District Commissioner’s approach ensures that no one is left behind when it comes to participating in development activities,” said Phiri.

Phiri further noted that the inclusive engagement strategy championed by Bulukutu promotes transparency and strengthens trust between the council and the public.

Bulukutu was recently appointed District Commissioner for Mzimba following his transfer from Rumphi District.
