Phalombe council reshuffles staff after minister slams disorganisation

Phalombe District Council has redeployed several key officers following sharp criticism from Minister of Local Government, Unity and Culture Ben Phiri over poor organisation and weak coordination during his official visit to the district this week.

During his official visit on Monday, Phiri faulted the council for what he described as total disorganisation and poor event coordination compared to other councils he has toured.

“I cannot feel the vibe that I have been welcomed here, things are not impressive, there is total disorganisation. I urge you directors to learn to coordinate activities. You should identify skills among your staff. Some of your staff members have skills to organise things, and all you need to do is coordinate, to entrust them to ensure proper organisation of activities,” said Phiri.

Phiri further warned council staff against corruption, saying the law will take its course against those involved in malpractice, while commending the council for relatively strong performance in revenue mobilisation.

Barely a day after the incident, the council has effected four transfers. 

According to a posting order issued by the District Commissioner, the staff changes are meant to respond to urgent service needs and improve operational efficiency across departments.

Under the new assignments, Leister Sawerengera, Maintenance Supervisor, Grade K, has been transferred from Reverend John Chilembwe Hospital to Council Headquarters where he will now serve as Roads Supervisor. 

In a corresponding swap, Alick Nthini, Roads Supervisor, Grade K, has been moved from Council Headquarters to Reverend John Chilembwe Hospital to take up the position of Maintenance Supervisor.

Jackson Manda, Principal Irrigation Officer, Grade G, has been appointed to act as Director of Public Works, while Elias Kudambo, Accountant, Grade 1, has been moved from Council Headquarters to Reverend John Chilembwe Headquarters. 

The District Commissioner directed that the postings take effect immediately.

However, council officials have described the transfers as normal.
