INVITATION FOR BIDS NATIONAL COMPETITIVE BIDDING

SUPPLY AND DELIVERY OF ELECTRIC VEHICLES FOR LILONGWE CITY COUNCIL

1. Lilongwe City Council (LCC) is mandated to provide environmentally friendly, high quality, efficient and effective demand driven municipal services in partnership with the individual and corporate residents to attain better quality lives for all residents in the City. The Council has therefore budgeted public funds to be used for procurement of vehicles to enable it render its services to the public satisfactorily, hence invites bids from interested eligible bidders to submit their bids.

2. The Lilongwe City Council now invites sealed bids from eligible bidders for the Supply and Delivery of Electric Vehicles as detailed below:

Lot 1: Double Cabin Pick Up Vehicles – Quantity: 9
Lot 2: 4X4 Executive Station Wagon – Quantity: 2

3. Bidding will be conducted following National Competitive Bidding (NCB) procedures and in full compliance with the provisions of Malawi’s Public Procurement and Disposal of Public Assets Act No. 7 of 2025 and its Subsidiary Legislations. Bidding is open to all bidders as defined in the Bidding Document.

4. Interested eligible bidders may obtain further information and inspect the bidding documents from: The Chief Procurement Officer, Lilongwe City Council, Civic Offices, Off Robert Mugabe Crescent, City Centre during working hours from 07:30am to 12:00 noon and from 2:00pm to 4:30pm.

5. A complete set of Bidding Documents in English may be purchased by interested bidders during office hours, from 07:30 to 12:00 and from 13:00 to 16:30, Monday to Friday starting from Tuesday, 3rd November 2026, upon payment of a non-refundable fee of K20,000.00 to the cashier at FDH Bank Service Centre located at Civic Offices and bidding documents shall be collected from the Procurement Unit of Lilongwe City Council Civic Offices, Room No. 114. The method of payment will be cash or bank certified cheques only.

6. Bids must be delivered in sealed envelopes clearly marked contract number and contract name at or before 10:00am on Monday, 23rd November, 2026 at the address indicated below. All bids must be accompanied by a Bid Securing Declaration form signed by authorized person. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ or their representatives, who choose to attend at the address below (7a) at 10:00 hours on Monday, 23rd November, 2026.
