Government has cleared the way for fresh recruitment in the public service by lifting restrictions on filling budgeted vacant posts.
According to a memorandum seen by Malawi24, Chief Secretary to the President and Cabinet Justin Saidi issued the directive on July 3, 2026, waiving recruitment and promotion restrictions for vacancies that arise during the 2026/27 financial year and are already provided for in approved budgets.
The memorandum was addressed to the Civil Service Commission, Local Government Service Commission, Government Teaching Service Commission, Government Health Service Commission and Police Service Commission.
Saidi said the waiver is intended to ensure continuity and efficiency in the delivery of public services by allowing ministries and departments to recruit and promote staff into funded vacant positions.
“I am pleased to advise that restrictions on recruitment and promotions have been waived to enable Ministries and Departments declare and fill vacancies that are occurring in the current financial year and are already budgeted for,” reads part of the memorandum.
However, the directive says ministries and departments seeking to fill accumulated vacancies from previous financial years or newly created established posts must first justify the positions before the restrictions can be waived.
The restrictions were introduced in November 2025 as part of government expenditure control measures.
The latest directive comes as the Ministry of Education has opened applications for secondary school teacher positions, one of the first major recruitment exercises following the easing of the restrictions.
