The Government of Malawi, through the Ministry of Agriculture, Irrigation and Water Development, has received financing from the African Development Bank (AfDB) towards the cost of the Mitigating Fragility through the Africa Disaster Risk Financing (ADRiFi II) Programme in Southern Africa: Malawi and Zimbabwe and intends to apply part of the proceeds of the grant towards the contract for conducting Training of Key Stakeholders in Agricultural Risk Management and Index-Based Crop Insurance.

This consultancy forms part of the implementation of ADRiFi II Sub-component 1.4: Enhance Disaster Risk Knowledge and Awareness, which aims to enhance the capacity of Government institutions through targeted knowledge transfer and skills development in Agricultural Risk Management (ARM), Climate Risk Financing (CRF), and Index-Based Agricultural Insurance. Accordingly, this consultancy focuses on strengthening Government capacity to perform its policy, coordination, oversight and knowledge management functions in Agricultural Risk Management, Climate Risk Financing and Index-Based Agricultural Insurance.

The assignment shall be implemented over a period of Six (6) calendar months, with an estimated level of effort of one hundred and twenty (120) person-days from January to April, subject to contract signature and the overall implementation schedule.

The Ministry of Agriculture, Irrigation and Water Development now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Consultants shall provide information indicating that they are qualified and have relevant experienced to perform the services (detailed CV's, Academic and Professional qualifications, description of similar assignments, experience in assignments and operating environments, information on availability to commence the assignment and contact details of at least three referees).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's Procurement Framework, dated 2015, which is available on the Bank's website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.

The Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Framework.

Qualification Requirements

  • At least a Master's degree in Agricultural Economics, Economics, Finance, Agricultural Risk Management, Disaster Risk Management, Climate Change, Insurance, Development Studies, Agribusiness, Public Policy or another relevant discipline.
  • A PhD or relevant professional qualification in Agricultural Risk Management, Climate Risk Financing, Disaster Risk Management, Insurance or a related field will be an added advantage.
  • At least ten (10) years of relevant professional, research, training or consultancy experience in Agricultural Risk Management, Climate Risk Financing, Disaster Risk Financing, Agricultural Insurance, Agricultural Economics or related fields;
  • Demonstrated experience in institutional capacity assessment, capacity-building, Training of Trainers (ToT), competency-based training design or other institutional capacity development initiatives;
  • Experience in designing and delivering training programmes and developing training curricula, manuals and other learning materials for Government or public sector institutions.
  • Demonstrated knowledge of Agricultural Risk Management, Climate Risk Financing, Disaster Risk Financing and Index-Based Agricultural Insurance approaches;
  • Experience working with Government institutions, development partners, financial institutions, insurance providers, regulatory bodies or other stakeholders involved in Agricultural Risk Management and Climate Risk Financing;
  • Experience working in Malawi or similar Sub-Saharan African contexts will be an added advantage.
