The Malawi Energy Regulatory Authority (MERA) has issued a stern warning to service station owners and Oil Marketing Companies (OMCs) against hoarding fuel, describing the practice as illegal and harmful to consumers.
In a statement, MERA Acting Chief Executive Officer Dan Chinthambi said they had received reports suggesting that some players in the fuel supply chain may be withholding fuel at service stations and depots.
The regulator said such conduct violates the Energy Regulation Act, the Liquid Fuels and Gas (Production and Supply) Act, and the conditions attached to fuel trading licences.
Chinthambi said fuel hoarding distorts the market, creates artificial shortages, and places an unfair burden on consumers.
The authority warned that any licensed dealer found deliberately restricting supply or manipulating fuel availability would face regulatory action.
“Any Service Station Owner or Oil Marketing Company found hoarding fuel, deliberately restricting supply, or engaging in any conduct intended to manipulate availability shall be subject to regulatory action,” stated Chinthambi.
According to the regulator, enforcement measures may include administrative monetary penalties, suspension or revocation of licences, and criminal prosecution under the country’s energy laws.
The authority said its officers are currently carrying out intensified patrols and inspections across the country to ensure compliance with licensing conditions and fuel supply obligations.
MERA has since urged all fuel industry players to operate transparently, distribute fuel fairly and promptly, and fully comply with regulatory requirements.
At the same time, the authority sought to reassure the public that Malawi has a continuous flow of fuel within the supply chain, with significant volumes available at ports, in transit, in depots, and in storage tanks across the country.
It said there is no need for panic buying.
MERA also encouraged members of the public to report any suspected illegal fuel trading or hoarding practices through its official communication channels
