Mzimba communities gain stronger voice through new civic education hubs
Communities in Mzimba District are gaining a stronger voice in local governance and development planning following the launch of a new civic education hub, popularly known as a Pabwalo Forum, in the area of Senior Chief Mabulabo.
The initiative aims to transform citizens from passive recipients into active participants in the development.
The Department of Civic Education has introduced the program of education as part of the Malawi Democratic Governance Programme, funded by the European Union and supported by the United Nations Development Programme (UNDP).
Its goal is to encourage citizen participation in development activities in line with Malawi Vision 2063.
Speaking during a stakeholders’ meeting at M’mbelwa District Council on Monday, Acting Principal Secretary for National Unity, Cecily Kampanje, described the civic education hubs as important platforms for dialogue.
She said the forums will enable communities to engage directly with duty-bearers on issues affecting their lives, thereby improving accountability and service delivery.
“These hubs will help connect communities with duty-bearers. People’s voices will be heard, and their concerns addressed in an organised manner,” said Kampanje.
She added that development cannot succeed without the active involvement of citizens and urged Malawians to move away from the belief that development is solely the government’s responsibility.

Edward Nkhata, Executive Director of Rights People Claim (RIPEC) also welcomed the initiative, saying his organisation is committed to promoting civic awareness through the hubs.
He noted that equipping citizens with knowledge of their rights and responsibilities will enhance their participation in governance.
Mzimba District Commissioner, Emmanuel Bulukutu, said the Pabwalo Forums will strengthen communication between the council and local communities.

He explained that the platforms will ensure accurate and timely information on development projects reaches people at the grassroots level.
“These forums will reduce misinformation, promote transparency, and encourage open dialogue between officials and communities,” said Bulukutu.
The introduction of civic education hubs comes as Malawi continues to strengthen democratic governance and citizen participation. The Pabwalo Forums are expected to enhance accountability and build trust between communities and public institutions.
Stakeholders say the success of the initiative will depend on sustained citizen participation and continued support from development partners.
If successful, the model could be replicated in other parts of the country to strengthen grassroots democracy and ensure communities play an active role in shaping their development.
