Government confirms sharing guidelines for new CDF framework

The Malawi Government has confirmed that it has shared implementation guidelines for the revised Constituency Development Fund (CDF), following pressure from Members of Parliament who had been seeking clarity after the fund’s management was shifted from MPs to councillors.

On concerns over the guidelines, Leader of the House Jappie Mhango said the framework had already been circulated and would be implemented by the executive through local councils.

He further said the revised CDF, now set at 5 billion, forms part of government reforms aimed at strengthening constituency-level development planning, adding that stakeholders at constituency level would guide its implementation.

He made the remarks after Parliament adjourned sine die, following the conclusion of a busy eight-week sitting marked by extensive legislative and oversight business.

Mhango praised MPs for what he described as a productive session that delivered key legislative outcomes.

“The eight weeks have been very, very productive in the sense that, as a House, we’ve managed to transact two thirds of the business that came on the floor,” he said.

He said the sitting dealt with major national business, including the passage of the national budget and scrutiny of ministerial policy statements.

“Above all, the whole bulk of it was the passing of the national budget, which was very key,” he said.

He added that Parliament also handled several oversight inquiries and matters of public interest, including ongoing investigations into past incidents and other unresolved national issues.

“Members of Parliament were also given an opportunity to ask questions under various instruments,” he said.
