New Bill to kill MANEB: private enterprises set to provide national exam

Government has told Malawi National Examinations Board (MANEB) to be ready for competitors since provision of national examinations will be liberalised once the Malawi Qualifications Bill is enacted into law.

Former Minister of Education, Science and Technology Emmanuel Fabiano said this during the official opening of 11th Southern Africa Association for Education Assessment (SAAEA) Conference which Malawi through MANEB is hosting together with Institute of Chartered Accounts in Malawi (ICAM) at Nkopola Lodge in Mangochi district.

According to Fabiano, once the bill is enacted into law it will bring both positives and negatives to MANEB like opening the door to others to provide national examination services in the country.

“For instance, the government may liberalize the provision of national examination services in the country. Hence, MANEB will have to live on a number of candidates.

“As government, we believe that the competition will be good for service delivery. However, MANEB has the advantage to start repositioning itself before the competitor is born,” said Fabiano who was on Monday moved to Ministry of Foreign Affairs.

He added that Malawi wants to take the country’s education further as it is aware that education is a facilitator for development.

“The vision for the education sector in Malawi is to be a catalyst for socio-economic development, industrial growth and an instrument for empowering the poor, the weak and the voiceless. This vision is in line with the Sustainable Development Goal number 4 , and the 1998 SADC Protocol on education and human resource development.

“In order to achieve this, the government of Malawi came up with the National Education Sector Plan (NESP), a policy to guide the provision of education in the country at all levels, between 2008 and 2017,” he said.

Speaking at the same function, Professor John Kalenga Saka who is the Board Chairperson of MANEB underscored government’s dedication in supporting the activities of MANEB in particular and SAAEA as whole.

Kalenga further hailed the examining and assessment bodies in sub-Saharan region and beyond because such networks are obvious platforms for addressing challenges besieging the examination and assessment system.

The conference is being hosted on the theme; Promoting Excellence in Assessment for Quality Education.

Among other dignitaries who are attending the conference include Dr Michael Chilala, Chairperson of SAAEA and Director of Examinations Council of Zambia (ECZ), and The Chairperson of Malawi Parliamentary Committee on Education and Technology, Dr Elias Chakwera.

  2. Much as it is a good move I don’t know if these guys will be able to regulate the private sector thoroughly. Alot to be looked into before it is effected

  3. thus great rubbish…this fabiano could have paralysed completely education sector in mw.its ok he is out.private sector maximises profits as a result it cannot handle exams with maximum integrity.malawi is not ready for that because it is now a very corrupt soceity.private examining bodies will be inflating grades in order to make money as it is happening in universities.plz if u have empty minds remain quite.dont destroy the poor and the uninformed.u have no resourses to regurate these pvt exam bodies as u failing to regurate other already liberalised entities eg private universities.u have already caused problems at jce and u have failed to monitor the assessments u talked about.go away with your deforms.ngati mwasowa popezera ma allowance pezani ma activities ena.
