A National Registration Bureau (NRB) clerk and a chief have been arrested for selling registration forms in Dowa district.
Dowa Police spokesperson Richard Kaponda has identified the clerk as Masauko Mondwe, 28, while the chief is 58-year-old village headman Kanyamba whose name is Michael Mbalame.
The two were caught red handed selling the forms at Chuzu Registration Centre, Traditional Authority Mkukula in the district.
“When police received a tip from well-wishers about the malpractice, they rushed to the scene and upon arrival the people who were buying the forms ran away leaving the village headman and the clerk.
“When asked what they were doing they said that they were distributing the forms for free,” Kaponda said.
Police arrested them and charged them with seeking influence of the decision of district registrar illegally contrary to section 43, sub section C of NRB Act.
On Wednesday, the suspects appeared before Dowa Second Grade Magistrate where they denied the charge.
The state failed to find witnesses since the people who were buying the forms ran away forcing Dowa second grade magistrate court to withdraw the case temporarily under section 81A of criminal procedure and evidence code.
Meanwhile, the police are investigating the matter and hope to find witnesses.
Mondwe hails from Chilanga village, Traditional Authority Nthalire in Chitipa while Mbalame who is the village headman hails from Kanyamba village, Traditional Authority Mkukula in Dowa.
