Two arrested over exam malpractices

Lilongwe and Ntcheu are the first districts to register cases of malpractice in the second week of the ongoing Malawi School Certificate of Education (MSCE) exams.

Police in the capital city, Lilongwe on Wednesday arrested headteacher of Mngwangwa Community Day Secondary School (CDSS) in the district, Chilowa Phiri, for flouting rules governing the proper conduct of national examinations.

Malawi Examinations Board (Maneb) through its official Facebook page said Phiri received money from a prospective candidate, Alfred Gangata, and proceeded to register him as an internal candidate at the school instead of registering him as an external candidate.

The headteacher is further being alleged to have ordered Gangata to buy and wear the school’s uniform with intent to trick examination administrators.

Phiri was locked up at Kanengo Police while the registered candidate is still writing the examination as he is waiting to be a state witness when the matter is brought before the court.

According to Maneb, Phiri’s action is contrary to MANEB (Amendment) Act, 2003, Section 7(a) which states that

“Any person who, being involved in the enrolment and registration of candidates for national examinations, fails to comply with, or contravenes, any regulations in relation to the conduct of national examinations, shall be guilty of an offence and liable to a fine of K300,000 and imprisonment for ten years.”

In a related development, police in Ntcheu district on Thursday arrested Maxwell Kaunda for being found in possession of a mobile phone in an examination room.

Maneb said Kaunda works as a Health Surveillance Assistant under the Ntcheu District Health Officer and was registered as an external candidate at Dombole CDSS.

After being found with the cellphone, Kaunda was locked up at Ntcheu Police Station but was later released on bail to allow him complete writing the examination.

The Maneb (Amendment) Act, 2003, Section 14 (4b) states that “any candidate who possesses or uses, in an examination room where national examinations are being conducted, any reference material or any other unauthorised equipment or instrument shall be guilty of an offence and liable to a fine of K50,000 and imprisonment for two years.

    1. had you read the story, munthu wina wamangidwa ku ntcheu analowa ndi foni dzinalake ndi Kaunda from northern Malawi. Pamene kulilongwe its not that amaonela but the headteacher registered a candidate as an internal instead of external. I hate the fact that you people from a certain section feel you are more intelligent than the rest. Komatu we had some from there mbuli zenizeni. Every part of the world kuli mbuli komaso kuli ena a nzeru.
