K217 million cashgate at Roads Authority

A 217 million a cashgate style fraud involving the top boss at the Roads Authority has been exposed.

According to reports, the authority’s chief executive officer Trevor Hiwa awarded his own construction company a K217 million World Bank project.

Hiwa has a one percent stake in Infracon Limited which was awarded a contract for the design and construction supervision services of various roads in Central Region and Southern Region.

MoneyThe RA boss and his wife Getrude Lynn Hiwa are also directors of the construction firm whose majority shareholder is Madada Trust.

But in response to the reports RA spokesperson Portia Kajanga said the decision to award Infracon the contract was given a go ahead by the World Bank who also suggested that RA should use single sourcing procurement method.

She claimed that the authority proposed Hiwa’s company after establishing that all other consulting engineering companies were already engaged with other work.

However, the move has since been described as corruption by procurement experts. Deputy Director of Public Procurement Edward Jeke told the local media that the awarding of the contract to Infracon Limited is a conflict of interest if Hiwa owns the company.

Jeke said: “That is corruption and ACB (Anti-Corruption Bureau) should come in. That is conflict of interest.”
