Govt to arrest kind-hearted people

Dr. Mary Shawa

Government in conjunction with the Malawi Police Service (MPS) says they will be arresting people who will be giving money to street beggars.

According to principal secretary in the ministry of gender, children, disability and social welfare, Mary Shaba, the policy will commence soon.

Shaba said the ministry will as well net all parents who will be allowing their kids to live in the country’s streets especially in the cities where there are high number of street beggars.

“This is true because what the ministry is doing is just evoking the provisions in the Child Care, Protection and Justice Act which states that if parents allows the children to beg in the street, that is amounting to negligence,” said Shaba.

Dr. Mary Shawa
Shaba: Street kids are haunting us.

She added that parents need to take care of their children at home saying in the streets, anything bad can happen to the children.

Shaba further said if it is implemented, the plan will beautify the streets in the country.

However, some street beggars who spoke with this publication in the commercial city of Blantyre said they are not welcoming the development since some of them can’t manage to feed themselves without begging.

According to one of the beggars, who is physically challenged and begs at Nandozi in Blantyre, they have nowhere to go.

“Yeah we understand some of us do rob people’s property but it’s not all of us. Government need to do us favour, we have nowhere to go,” said the source.

Another beggar, Maggie Mwanyama, who is visually impaired, said they can’t even afford to live without begging.

  9. Did you ask people first before coming up with this bad solution? do you know why they are there in the streets begging to the people? . let me get you open, its the gorvenment and people who have responsibilities to take care of such kind of people. so if the gorvenment is not sympathising with those street beggers what do you expect them to do? and they also need a better place to stay , food, education and love so do you provide all those resources for them?as far as they concerned they need your attention but you dont pay. think deep and listen to their crying, they need your help

  10. Dont forget to build more prisons for those giving aid to Malawi coz we r also beggars. If u r rily rich, tek poor pipo with u to ur dining tables so dat no 1 wud b found in streets.

  14. No need to be ashamed when we see these beggars begging people from abroad/investors because they are almost in every country. Actually, I saw a huge percentage of people begging down town Los Angels than I see in our poor Lilongwe or elsewhere in malawi. Sorry guys, am talking from experience not hearsays. When these investors see Street beggars in our streets, they are not surprised at all and infact, they might even understand their situation more than we do. Let’s just find a way to give these poor people opportunities and treat them as human beings as much as possible. They are not the cause of our country’s poverty. And don’t forget, “one man’s heaven is another man’s hell”

People are just commenting without knowing what is contained in child care protection and justice act that came into law in the year of 2010, I see nothing wrong with Mery Shawa if any case you people you have issues then blame your PMs cuz they are the ones who passed it into law and the lawyers who drafted it. As for her she is just doing her job and am in full support of her ministry over this policy and the police too. Bravo the PS!

  30. Root cause poverty, unemployment economic apethide system.Dont address symptoms but tackle the root causes.Failure of government policy.Diverting attention to street kids for gvt failures is madness.

  31. Koma akuluakulu a boma enanu mmm dzakuvutani eti? Ndalamadzo dzimachochokera matumba a boma amapemphetsadzo, ena ndi olumala angati mukawalesa, choonde mudzinvako chisoni,

  32. Before you starting arresting those who give cash to the street beggers, plz get them something to do.Some of them its not by design to do so but curcustances lead to that.Creat more places where you can house them and more jobs before you put that into being. Then people will applaude you for that. Those kids they need good recreation centrers. You cant eradicate that but reducing what i have jst mentioned above mayi Shawa!!

  33. Thus being inconsederate, how can u stop kind pple helping the needy?. I may agree with the govt only if you arrest beggers who are not disabled in nature but they engage in begging bcoz of their laziness.

  34. Mukatelo boma liyamba kuyenda bwino? Mukuona ngati kusauka ndi tchimo? Muyendeso mmidzi muja amkakuvoteranimu mukamange ose ovutika poti nawonso amakhalira kupempha tsiku ndi tsiku. 35. So why do you not have a home,a centre for these children in need of car, their is a reason, why these children are begging, they do not have fathers or mothers,or they are on drugs,,so why do you governments not start doing your jobs, and pick these children up,and start counciling, them, and put them in homes, where they can be fed, clothed and eductaed, you are damn hopeless,

  36. Street beggars tarnish the image of this beautiful Malawi. They can beg investors, prominent guests and even anyone else. If u dont give any to these people they even reach the extent of insulting u while others turns to snatch forcibly if u fail to provide them something. Some of these are kids and if they grow practising this they become serious terrorists in time or villages coz they have learnt to earn things without sweating. We will the same people complaining in the near future. Motion moved……..I support the motion!

    1. Not really nonsense coz if u try to defend them its like u r perpetuating dependency burden which is a serious disease in as far as the development of a country is concerned! Hav u ever heard of organisations like Chisomo Childrens Village and many other more? They accommodate street kids and orphans. So if given a mandate with aid from the government they can help! Do u think the levels of street beggars reach the extent like that of Malawi? Still they come up with measures in trying to vacate them! What u r saying its like to motivate or giving a go ahead to kids and other would be beggars to think that its usual and lawful to resort to this act when one is vulnarable!

  37. is it stipulated in our constitution of our land…Is it a law….If not then i wil go ahead.wea is it written that helpin the needy is a crime.

  38. Iweo sunayambeko wapephako?nanga ngati unapepha mchifukwa chani udapepha ?president amakapepha maiko akunja bwanji samamumanga kumeneko?zamkutu basi

  39. Its a long proces u cant wake up in the morning and stop beging never, if u r eating and drinking dont think every one is experiencing the same

  40. Am not a Dpp fun but those who a against the government a not much sane in their (TC, thinking capacity/ IQ , intellectual quality)
where were these beggars before they were to be found on the street? If its about helping, previosly the social welfare and other NGO, people were helping them while in their villages. If u don’t know one could coincidentary killed those guys and later to be charged with mada, or manisilota and i agree, with the governing party

  41. we simply need to figure out how these people can be put to use in society,so they could earn their food, but offering them handouts assists not,it encourages them to simply be depending & not look to what they can do 4 themselves….lets help them find abetter part in society than feeding our ego,to feel like we are modern day mother terresa, with our pieces of change, thinking it charity….shame on us.

  42. But this is very unbecoming,oh !!Malawi mtundu wanga where are heading to? no no no musatirakwise okhozakhoza ngat mwatopa nafe tiwuzeni koma sitileka kukupemphani, check this out!!!!

Ngati ali anthu yambani inuyo kulemera kenako Malawi ngati dziko lilemera…. Osati kulimbikitsa kupempha mu mmiseu… I love my country Malawi.

  44. Perhaps if you taxed the religions and took measures that actually work against bribery and corruption, you might be able to afford a heart transplant, since at the moment you are heartless.
Mary Shaba should be jailed for being such a moron.

  45. Koma a Malawi 24??? mmmh koma nzibambo amabisa diso labwino pa bridge la lilongwe ndi syndicate uja amugwire ndikumudyetsa Chule wamuwisi…coz amapanga zija ndi umbamva ndikuonetsa ulesiwake poyera ngati mbuzi za MCP zomangokhalira nyau

  46. U people dnt know wats behind this begging thing… Children r forced by their parents to go into the streets for begging they are even sent back if they dnt bring something at home… Child rights r being violated some how so inorder to stop this, people shud stop giving them money… As a social worker… I support the decision

    1. Kmaso some people do not work deliberately just become they will go and beg.. So I think this will reduce the # of street kids and some people will kno the importance of working

  47. arrest them after doing the following; 1. arresting donors to Malawi, 2. ensuring that there is equal distribution of of resources among all Malawians, 3. constructing more spaciious prisons to accommodating a large number of generous Malawians who take pity on these poor beggars, 4. arresting all Malawians who pay taxes (PAYE) to the GoVt of Malawi coz Malawi begs money from them. I thInk you leaders hav run out of ideas. better resign and pave way to young politicians to innitiate better and more popular policies than these. what a stupid and myopic policy! !!!!! shame on you!

  48. kani anthu kupemphako nkuvutika m’makomomu, komaso palibe dziko lopanda ma street beggars even ku America ndiye asiiletu masewela awowo

I am not saying it’s a positive thing but this is not the way to tackle this problem. You should understand the grassroots of the problem before jumping into inhuman conclusions like this

    1. Do U Kow Esau, They’er Talking Coz They”re Looking At What They Perceive As A Problem Wthout Solving What Has Made These Steet Children To Be Found In The Street. I Like Ur Observation.

    1. emmanuel you are evil, just because you have everything does not mean that one day you or your kids wont be in a pridicament, its not by choice ok

    2. When Emmanuel goes down six feet deep, his orphaned children and the widowed wife will surely feel every inch of street begging, then finally tell him the whole story once they join him down there. Psalms 41:1-3 encourages generosity.

    3. those against my comment stay blessed with your stupid comments some of these kids are your relatives y not taking them into your homes ? instead you let them robbing ,harassing innocent women for the sake of poverty? We will all die but we should created a clean environment for everyone.

  62. I don’t understand u guys. What type of work can the govt offer to street beggars? With full throttle on fb n u encourage street begging? Don’t u think this is encouraging laziness? Let’s be patriotic to our country by encouraging good things. Street begging is not good at all!

  63. Fuck the Government and it’s ministers. Do you know that some of these street kids are the results of the pregnant you deny back then? Mary are you even able to reach out to all your siblings despite you being on top of the game? Build prison first then arrest those involved in giving money to helpless street kids. Kids who doesn’t have ataste of parenthood. Kids who have nowhere to be but in the street beging for food.Simunavutikeko mchifukwa mumaona ngati kupempa Ndi mlandu. Take them off the street, dine with them, show them love, give them agood reason why they shouldn’t be beging in the street.
