Malawi Health Minister Peter Kumpalume and Member of Parliament for Lilongwe City Central Constituency David Bisnowaty have been named key players in a K1.1 billion corruption scandal.

Bisnowaty rocked in a multimillion corruption scandal

A report published by one local paper says Bisnowaty bribed Kumpalume with over K50 million for the Health Minister to flout procurement procedures by giving Mr. Bisnowaty a $1.6 million tender to deliver X-ray machines.

The report by Nyasa Times claims that the plot was however unsuccessful. Biocare Ltd won the tender despite overcharging its bid with K50 million than Bisnowaty’s MCA Ltd which reportedly came forth on the evaluation chart after failing to meet most of the technical specifications.

The paper claims Minister Kumpalume is now intimidating procurement officers including an independent Procurement Oversight Agent (POA) from Germany to have the decision to award the tender to Biocare LTD reversed.

Bisnowaty who had not responded to our questions by the time we went to press told our fellow paper that the claims that he bribed Kumpalume were fabricated by people the Lilongwe legislature refers to as detractors. He however did not list the people.

Kumpalume is yet to comment. However, he was advised by the POA that cancelling the contract that has already been signed between government and Biocare will not only have serious legal repercussions, but will not necessarily mean Bisnowaty will be granted the tender because another procurement bid will have to be conducted again.
