Nsanje District Council under fire

The National Initiative for Civic Education (NICE) has taken a swipe at Nsanje District Council for failure to formulate by-laws describing the delay as a violation of people’s rights.

NICE civic education officer for Nsanje, Kondwani Malunga, said the situation is troublesome as people in Nsanje have been pressing for the formulation of by-laws for a long time and he fears the councilors will end up finishing their terms in office without any progress on the issue.

Court“The district is facing so many problems which can be addressed through formulation of by-laws and one of them is school dropouts among girls,” Malunga said.

He then pleaded with all ward councillors to treat the whole matter with the seriousness it deserves and ordered them to do anything to ensure that by-laws are formulated. However, Councillors Chairperson Andrew Piriminta crushed the claim that they are not showing seriousness on the matter.

“If we were hardly serious we couldn’t go and attend the capacity building in Nchalo on the formulation of by-laws on agriculture,” Piriminta said.

He disclosed that Civil Society Agriculture Network (CISANET) conducted a capacity building training for the councillors and he said the training is a step in the right direction which other stakeholders would do well to emulate.

“Lack of capacity and resources are major problems that have contributed to delay in having by-laws formulated,” said Piriminta.

He also assured all concerned people that the issue of by-laws will be addressed before the end of the councillors’ terms in office.
